GARBAGE MESS IN BENGALURU



GARBAGE COLLECTION AND  DISPOSAL BY BRUHATH BANGALORE MAHANAGARA PALIKE

 1      It is a pity a simple task like Garbage Disposal in a scientific Manner should be facing  so much difficulty and  attracting Public attention and comments.   Whether it is lack of will or Brain is a matter of doubt.  I have the following  thoughts  in the matter and it may be  taken as my  suggestion if found useful.
  2.    First the BBMP should do some  home work and prepare themselves for the Task.   They should for the sake of Uniformity and easy differentiation provide three different colored Bins of  Three different sizes preferably.  And on the Bins  should be printed  in bold letters both in Kannada and English about the type of Garbage that has to be filled in and if possible the a serial number may also be printed on the bins to prevent theft.   They may be supplied free of cost, or at subsidized cost or at Cost price.  Different Companies may be asked to produce and supply the same as per specifications.
          Garbage is generally of the following three kinds
(a)            Wet waste (Bin one) Vegetable waste, fruit wastes, Used  Tea dust, Coffee  powder, waste food, used flowers, plant leaves etc.,waste and all types of waste which can become good manure.
(b)            Dry waste, waste paper, metal pieces, cloth,  and  Plastic.
Here Plastic is the worst culprit.  Used plastic bags, Milk and Curds packets, Oil containers, Bread covers, Juice tetra pack, Bakery and  Hotel packing plastic etc. They should be seperately collected. Transporting it in its present form is costly and cumbersome. It is to be used for recycling, or for producing  Gas, electricity, etc. or to be used for mixing with Tar  to be used for tarcreting the Roads.  If it can be melt and reduced ln size by making blocs or bits, at  collecting Point by suitable technology, transporting becomes easy. Care must be taken to see that Plastic is not allowed to mix with any other wastes and should be separately dealt with.
    (C).  Other wastes.  Toxic materials.  They should be stored in third Bin,
  The three different bins may be used to store different wastes as above. 
3                    For the first 15 days or a month, Every Garbage collector should be trained about the segregation and should be strictly instructed to collect  only segregated Garbage  and if it has not been done they should refuse to collect the same  and House holder should  be advised to segregate and give it next day.


4                   At next level i.e pooling level there should be check on Sweepers to ensure  that they have collected only segregated garbage and if there is any let up, they should be made to segregate and leave the place. After say, a month if there is any let up in segregation they should face Disciplinary action. ( including that of the Supervisor) and punished if there is any let up.
5                   Contractors  who are entrusted with the task of transporting the Garbage to the Dumping Yard should also be instructed to collect only fully segregated Garbage.   If any Contractors bring any Unsorted Garbage, they should be made to segregate them  at their Cost and  transport   the  residuary Waste at their cost to its proper  dumping Yard.    If there is no improvement, HEFTY fines should be levied on Contractors and punished including cancellation of the Contract.
6.                                         If after the initial period  which may be a for about a month or two if any Householder does not segregate  or throws Garbage except as provided, he should be levied a minimum fine of Rs.500- for first Offense to be increased if the Offence is repeated.  Throwing of Waste in the Street or in  any Open Place including Public or Private vacant sites should be made punishable with hefty fines.
7.                                         If any Public, Government Official, so called leaders, Politicians,  should not interfere and interfere  but they should co-operate.  Unions should be properly educated about the project  and made to understand the importance and it is not intended to harass employeesbut to improve the health and also image of the Nation..
8.                                         If the Dumped waste capable of Converting it into Compost manure is Scientifically prepared  and made available to farmers, instead of Objecting to dumping the Villagers will  welcome the Idea
9.                                         Incentives to farmers living say with  in a Kilometer Area of the dumping Yard  should be offered,  like giving Free manure at the rate one or two loads  free of cost per every Acre of the land they hold etc.,   They will be  pleased and no more aggrieved.   The rest  of the manure should be sold at Cost Price or subsidized rate to others. The Present  Garbage Curse will become a Boon in no time and  if it is properly implemented it will be a great National service at a time  when artificial   manure is becoming scarce and costly and also bad for  environment.   If properly and scientifically executed the BBMP may be able to earn some Revenue from Waste.
10.             Last but not least there should be a  separate Complaints Cell at Commissioners level and every Complaint should be  properly investigated and guilty punished and the complainant should be informed about the action taken. Over a period of time automaticity in the matter will emerge and need for supervision or punishment may be minimized if not altogether eliminated and the city will surely regain its position as  GARDEN CITY.
