WORLD GOVERNMENT - 1. (The Concept)
2. The major and most important change will be, There will be no Military, no production of Arms and Ammunitions, no recruitment of Personnel towards this end. All the present, Military, personnel, arsenal, Etc., will stand transferred to W.G. Heads will be employed to find out how best the resources can be used for productive purposes, how best and how safely, the extremely dangerous stockpile of Weaponary can be destroyed. Yes there will be closure of Ordinance Factories and many may be thrown out of Employment. W.G is not there to create Problems. All of them will have to be fully compensated from Central Resources.
3. RESOURCES: The W.G has to find its own resources to satisfactorily discharge its onerous responsibilities and functions, as Apex Body by way of Taxation, Contribution from member Nations Etc., If initially for a few years the member nations, contribute ten percent of their last Defense Budget, a big Corpus can be created. W.G. needs huge funds and it will have to be mobilised. As nations will be freed from fear of war and expenditure on Defense is saved, plenty of Resources will be at the disposal which can be used for welfare measures. There will be a Central Police, who can be initially drawn from present Military, in the initial stages, who will maintain LAW AND ORDER THROUGH OUT THE WORLD.
4. W.G should ensure, right to Food, Shelter, Free and Compulsory Education up to 10th 0r 12th standard and further, Free Education depending upon the availability of Resources. Likewise Health Care can also be Free. and Old Age Pensions can be granted wherever necessary.
5. The Biggest Question is, How many Nations are needed to put in to Practice the concept of World Government. In my Opinion if, 25 major Nations come forward the process can be started. Nations have to come forward Voluntarily. Yes no President or Prime Minister can by himself can give his opinion. The concept is totally new. Constitutional changes will be necessary. The formalities will have to be gone through. If seriously taken it can be completed in a matter months if not of days. After a majority of the Nations join, to induce Other Nations, other methods like, sanctions against those refusing to join can be thought of. W.G. Nations can stop any intercourse with such Nations and thus made to become members. The aim is to include all Nations, and not a single Nation can be left out of W.G. because it negates the very concept of W.G. Why should any Nation hesitate. A Prolonged Debate over this issue could clear the minds from UNWARRANTED fears and Prejudices. The atmosphere is very much better now and conducive. If there is Sincerity and continuity in the Will the result cannot fail. Only we have to Organise. If not, if there is another World War, which is quite possible with so much differences dissentions in the world, the whole humanity will suffer and Perish. W.G is only an alternative to that. No body, or Nation is going to benefit to the detriment of others. "Sarve Janah Sukhinio Bhavnthu" " Let noble thoughts come to us from all sides" "In return for all that we do, we desire nothing Worldly or Mundane, no aspiration even for a place in Heaven, not even Salvation from Birth and Death, all that we desire is to wipe the tears from the sorrowful man, animal" so goes an Indian Chant. APPEAL FOR CREATING AWARENESS ABOUT WORLD GOVERNMENT AND CREATING A PLATFORM FOR FAVOURABLE OPINION.
DEAR PRESIDENT, ROTARY INTERNATIONAL,
Greetings to you and your Ann from Rtn.PP. CSP Rao and Ann PP. Saroja. I am a member of ROTARY BANGALORE BANASHANKARI, R.I.DIST 3190. I joined Rotary in the year 1976 and am a staunch votary of Rotary. Rotary has helped me mould my thinking and life. I have served in all capacities at the Club level. I was elcted Presidnt Madhugiri Club and I am a Past Presdent of Banashankari Club. I had also opportunity to serve certain District Committees also. Since I was in a transferable Job I had occasion to become member in more than 7 Clubs. I iniitited a new Club also when I was posted to Nagamangala, (Then dist. 3180 and now Dist. 3190) where when I was posted there was no club.The Club is doing very well also.
2. Now in addition to other activities, I have become a Votary for " WORLD GOVERNMENT" a new Idea which is slowly gaining momentum. I am sharing my energy and time in this direction. This letter to you is in that connection to seek your .
Co-operation and Participation also since Rotary has a global perspective and International peace and Co-operation is one of its main Objectives which is akin to the Objectives of a World Government.
3. Twentieth Century has seen a lot of Scientific progress, Several far reaching inventions like, Radio, T.V. Loco-motives, Aeroplane, Computers, Internet, Mobile, have shrunk the wold to such an extent that world has become global Village and the stage is set for becoming 'VASUDAIVA KUTUMBAKAM', meaning; 'WHOLE EARTH ONE FAMILY'
4. In addition to many inventions which have changed the face of the world for better, a few inventions like, Atom Bomb, poisonous chemical gases, highly destructive arsenal, are driving the globe towards anhilation and total destruction if some serious steps are not taken. Efforts to solve problems, stop Wars,Conflicts, Terrorism are not yielding the desired results. Organisations like League of Nations, United Nations Organisation, have not been able to totally stop wars though they might have helped to some extent to ease tension. The need for each Country to spend more and more on the so Called Defense, and creation of more and more powerful weapons and increasing the defense personnel are still bogging the world and heavy amounts are going as a waste for such things in my Opinion. Is there no solutions for all these Problems. Are there problems in this world which a civilised society cannot solve, with so many wise and right thinking people all over? I quote Alexis Carl, " Man has learnt to swim like fish in the Water fly like Birds in the Air, but has not learnt to live like man Upon the Earth". It holds good even to this day.
4. THE ONE AND ONLY ANSWER TO THESE QUESTIONS,PROBLEMS that may occur to any sane thinking person,is formation of a "WORLD GOVERNMENT." Many a great men have thought about it in the Past and now also many a men and Organisations are working day and night for it. But the results leave much to be desired. People still feeL, a thought like that is still EUTOPIAN, UNWORKABLE, IMPOSSIBLE OF ACHIEVEMENT, AND EVEN IF ACHIEVED NOT SUSTAINABLE" In the whole world history, is there a single instance where people have accepted Welcomed, New Ideas or things, whole heartedly? I feel sorry. World must continuously strive for raising the intellectual leave and thinking level of People. Our Educationists should ponder over this.
5. Now coming to Brass Talks, Rotary has an International Wing, International Presence, It has in the past assisted during formation of UNO and assisted solving many international Problems and its opinion carries some weight and can impact the world. The need of the hour is to educate people, create Awareness, about pros and Cons, the great benefits a WG can bestow on humanity. I feel Rotary can play a vital Role in this direction. Unfortunately this matter cannot climb up from grass route level and so people at the helm of affairs have to initiate action and take steps to proliferate this idea down steps. If Rotary can play a role here it will be doing doing an immensely stupendous all time great Job for which the future generations to come will ever remember and admire ROTARY. Some one has to initiate and take leadership and Let Rotary do it.
6. As a first step, I SUGGEST Rotary TO initiate debates at School level, College level and other forums, though its Clubs which have presence throughout the World. Next step would be Call for world wide discussion and invite World leaders, Opinion Makers, Involve, Governments of the World by inviting them to participate in the discussion, to erase the feeling that the idea is Eutopian. Only RI President with the Co-operation his Team, can do it. So I appeal to you take the first step in this direction and take Rotary to wuhthering heights.
7. 'God give us the serenity to Accept things we cannot change, the Courage to change the things we CAN, and the WISDOM to know the difference' 'Let us Pray for not Tasks equal to our Powers, but for Powers equal to our Tasks'

JUDICIAL REFORMS IN INDIAN CONTEXT----1
1 Judiciary is bogged down with unmanageable number of Cases. Clients do not get speedy justice. Justice delayed is justice denied. In this situation, Lawyers some may be happy and most I am sure are unhappy. Has the system failed or showing signs of failure? Clients are the most affected. Indian Judiciary follows western system, which perhaps is well recognised system in the world to-day.In olden days, India had a perfect judicial management. The judges were above suspicion. The so called Police of those days were equally so. The witnesses were highly reliable and the punishment for false witness was very severe. They used to take the whole issue and settle the case once and for all. But in our present system, if Ten issues are involved one or two issues are addressed and the rest are left to be started afresh from gross route level. So cases between the same parties prolong not for years but for many decades. I do not know if any case has reached a Century mark.
2. Our present day LAWS, God forbid, leave more doubts than it clears. It gives lot of scope to decide which side lawyer is more intelligent than securing justice to the litigant Public. There are lots of ambiguities in the laws encted. To cite, one or two examples, The law making Cheque bouncing an ofence, has only four or five sentences. The KVOA act has only four important sections calling for decision. Alas, my God, our Lawyers and Judges, have made so many learned arguments and interpretations, and it runs to thousands of pages. Is the Act so loosely worded or does it really call for such differring interpretations. I feel Whenever, a New Law is enacted, Judiciary must study, say, for one Year, and a system must be created in Judiciary, to seek clarifications, amendments, changes, from Law Makers about what exactly is the intention of the Law Makers, rather than each Judge interpreting the provisions in his own way to the best of or worst of his judgment and creating a precedence. When there is some doubt or ambiguity and scope for misinterpretation, the Law makers shoud clarify, by the required mendment.
3. How to over Come judicial delay is a big Question. Many Big heads have worked on it and will work also. Unfortunately, the result so far is big Zero. One of our Law Ministers, wanted to introduce some radical changes, Our great law upholders, fought in streets like, What? my English fails. Present Law Minister is giving a serious thought to bring in some changes ti expedite cases. How far he will succede, time alone should tell. May God help him in his endeavours.
4. So, we have to think in terms of not seeking great changes to existing framework, and think of some solutions with in the existing environment. Still some chnages are very essential. A few thoughts occur to me. No doubt, to clear the backlog in LOWER COURTS, is for the present appears to be an impossible Task. I do not feel that there is grea difficulty in expediting matters at the higher Judiciary. It will cleanse the system at the lower level also to some extent if implemented. I do not understand why there should be so much delay in High Courts and Supreme Court. What is the difficulty in increasing the number of Judges?. Put as many number of Judges as are needed to complete the case, say within one year of the Appeal, Criminal or Civil. Do we lack talent? Are short of men? Are we short of space? For lack of space, till such time new construction comes up, Judiaciary may work two shifts. Lawyers seek adjournmnets?, Give one or two days adjournment at the most a week. You cannot antagonise Advocates, they are the backbone of the system. Exchequer cannot afford? When you can afford to increase the number of Ministers, or the Perks of Law Makers, why not give some extra budget to judiciary and help it also. Please, for heavens sake go an extra mile? If the Heaven falls? No it will not fall. Our Country has faced, famines, Wars, Tsunami's successfully. How much we are spending to fight Terrorism? Constitutional Problems? Amend it, you have done it so many times. People are holding up Papers and making appointment of judges quickly is not that easy?. Hold any person holding up papers for more than a week responsible, how so ever Big or small he may be. Keep a list of 10% of judges ready for posting, before a vaancy arises. Avoid procrastination and delay. There is a rift between Judiciary and Legislature? Arrange for PRAYERS in all TEMPLES, MOSQUES, AND CHURCHES. The House is on fire. WE CANNOT AFFORD SLEEP ANY LONGER. Awake, Arise!
5. I enter another more serious, sensitive, controversial arena. Pardon me. That is closing Courts for vacations. My knowledge about what prevails in other Major Countries, is limited. I want, those who know to throw light on the Subject. The giving of Holidays, Summer, Winter, Christmas or Dusserah is, I feel,a legacy of the past colonial rule. I am one hundred percent for the Judges, I am not against their enjoying their leave. Thir work is too straineous. I am for more and more holidays for every body, because it creates more employment more so for Judges. Vacations and long holidays must be done away with in the interest of speedy and timely justice. Let the courts work as many days as a BANK works at least. Let the Judges be compensated by adding to their leave account the days lost due to abolition of Holidays and if necessary some extra compensation for loss of a long standing privilege. Whether they use the leave or encash it,let it be left to their choice. I am sure my lawyer friends will welcome this, because, it ensures that there is no holiday for their purse.
6. Another feature I noticed especially at lower courts is the loss of precious time of judges. The judges themselves call every case listed for the day and mostly grant adjournments either suo-motto or at the request of either of parties which takes away more than thirty to fifty percent of the their precious time. Not even ten percent of the cases are heard. judge's time is extremely precious especially in the present day context. Cannot these trivial matters, like granting adjurnmentsm clearing some un important IA,s, be delegated to the Office Managers, with clear guidelines, which can be decided and notified in the web, a week in advance, before the hearing date so that the unnecessary trip to the court by advocates and litigants is AVOIDED. Waste of Nations precious time and money. judges can use the court time from beginning to end to decide the cases which have frutioned for a decision. Excuses like, there is no Typst, Steno,Bench Clerk must be totally avoided with full co-operation from Executive.

WORLD GOVERNMENT/PARLIAMENT
I, C.S. PUTTU RAO, a retired Manager,of State Bank of Mysore, an Associate Bank of State Bank of India , a leading financial Institution of India, now settled in Bangalore, Karnataka, INDIA, strongly desire to initiate a debate/discussion/brainstoming sessions on “WORLD GOVERNMENT.” I am aware , I am not the first person in this effort.Many great people have already devoted their time and energy on this subject.
2. The world history is nothing but history of wars and wars and destruction caused by Wars. Civilised Society has time and again thought of eliminating wars. League of Nations was formed, followed by United Nations Organisation, but have they stopped or prevented WARS? The answer is a definite NO.
3 It is common knowledge that the UNO in its present form will not be able to prevent Wars, if you judge from past and even recent experiences. Unfortunately wars in the whole History , have not solved any problems rather they have compounded it. So we have to think of some other alternatives. In my opinion WORLD GOVERNMENT IS THE ONLY ANSWER and hence this blog.
4 Yes, I know, no Nation would be ready to compromise, on their soverignity or Suzerainity. It is difficult to convince Nations or its People. It is a Herculian Task rather more than a Herculian Task. It may take some time, rather more time to convince. Even a thousand mile Journey has to commence from the first, says a Chinese proverb. Mine is a first step in this direction. More on this later.ADIEU.

A few decades Ago, I used to take interest in “World Association of World Federalists”, a social Organization, working for mobilizing Opinion for formation of World Government. I do not know now about its working and present status. I have lost touch with it.
2 I am really sorry for being late in writing to you, though I read about your efforts in thinking about a WORLD PARLIAMENT, In your Republic Day Message which appeared in Times of India.
3 I would like to tell that I am with you in all your endeavors, whatever other people may say and do. I have tried to discuss this issue with many People,ordinary people, Thinkers and men of eminence. All of them dismiss the idea as utopian, impossible of achievement, impracticable, unworkable Etc., I am extremely happy I find a person who at least has same ideas and ideologies. World has never accepted new Ideas and it is those who persistently tried, and even sacrificed, who have achieved something whether during their life time or posthumously. We should not get disheartened and dissuaded but pursue our Goal with single minded devotion. Success is sure to come and bound to come as long as our motives are good and in the interest of the Humanity at large.
4 You have appealed to our Government for taking initiative in this direction. I am not sanguine of any positive outcome or at least a sympathetic word from their end. Further Governments have their own limitations or at least they imagine so. Not only Our Government but any Government as a matter of fact. So we have to think of other Alternatives.
5 I am in Rotary for the past over three decades. I am presently a member of Rotary Bangalore, BANASHANKARI, and am a past President also. I feel Organizations like Rotary, Lions, etc. are best suited to take the initiative, at least in initial stages. At the grass route level, it is difficult to mobilize opinion there also. If some initiative comes from the Top, I am sure things will get moving in the right direction. I propose. so to approach through Correspondence the Present, and the future Rotary International Presidents to convene an International Meet of Heads of State and Heads of Governments, to mobilize first, Opinion and seek their Co-operation and interest for our Cause, which should ultimately become their cause. If not sooner, than later results should follow. It is a happy augury, that Rtn, Kalyan Bannerjee of India will be International President from India 2011 through 2012 Rotary Year. It should be easier for us to approach him and brief him about our Ideas.
6 History of the World is History of Wars, Conquerors and Losers and loss of precious human lives and untold miseries to those living. Time has proved Organisations like United Nations have not been able to stop Wars. And will not be in future also in its present form. World Government even if it be limited to abolition of Military, Establishing a Supreme Court of the World to settle disputes and stopping fighting amongst people of the world should be sufficient. If the Colossal amount spent on Military is saved and invested for constructive purposes, how wonderful it would be! Can we See such a thing happen during our Life Time?

I have tried to discuss this issue with many People,ordinary people, Thinkers and men of eminence. All of them dismiss the idea as utopian, impossible of achievement, impracticable, unworkable Etc., I am extremely happy I find a person who at least has same ideas and ideologies. World has never accepted new Ideas and it is those who persistently tried, and even sacrificed, who have achieved something whether during their life time or posthumously. We should not get disheartened and dissuaded but pursue our Goal with single minded devotion. Success is sure to come and bound to come as long as our motives are good and in the interest of the Humanity at large.
4 You have appealed to our Government for taking initiative in this direction. I am not sanguine of any positive outcome or at least a sympathetic word from their end. I feel Organizations like Rotary, Lions, etc. are best suited to take the initiative, at least in initial stages. At the grass route level, it is difficult to mobilize opinion there also. If some initiative comes from the Top, I am sure things will get moving in the right direction. I propose. so to approach through Correspondence the Present, and the future Rotary International Presidents to convene an International Meet of Heads of State and Heads of Governments, to mobilize first, Opinion and seek their Co-operation and interest for our Cause, which should ultimately become their cause. If not sooner, than later results should follow. It is a happy augury, that Rtn, Kalyan Bannerjee of India will be International President from India 2011 through 2012 Rotary Year. It should be easier for us to approach him and brief him about our Ideas.

All of them dismiss the idea as utopian, impossible of achievement, impracticable, unworkable Etc., I am extremely happy I find a person who at least has same ideas and ideologies. World has never accepted new Ideas and it is those who persistently tried, and even sacrificed, who have achieved something whether during their life time or posthumously. We should not get disheartened and dissuaded but pursue our Goal with single minded devotion. Success is sure to come and bound to come as long as our motives are good and in the interest of the Humanity at large.

If some initiative comes from the Top, I am sure things will get moving in the right direction. I propose. so to approach through Correspondence the Present, and the future Rotary International Presidents to convene an International Meet of Heads of State and Heads of Governments, to mobilize first, Opinion and seek their Co-operation and interest for our Cause, which should ultimately become their cause. If not sooner, than later results should follow. It is a happy augury, that Rtn, Kalyan Bannerjee of India will be International President from India 2011 through 2012 Rotary Year. Greetings to you and all your Associates. I am C.S.Puttu Rao, a retired Bank Executive of State Bank of Mysore, now devoting my energies to other Social Activities, permanently settled in Bangalore. A few decades Ago, I used to take interest in “World Association of World Federalists”, a social Organization, working for mobilizing Opinion for formation of World Government. I do not know now about its working and present status. I have lost touch with it.
2 I am really sorry for being late in writing to you, though I read about your efforts in thinking about a WORLD PARLIAMENT, In your Republic Day Message which appeared in Times of India.
3 I would like to tell that I am with you in all your endeavors, whatever other people may say and do. I have tried to discuss this issue with many People,ordinary people, Thinkers and men of eminence. All of them dismiss the idea as utopian, impossible of achievement, impracticable, unworkable Etc., I am extremely happy I find a person who at least has same ideas and ideologies. World has never accepted new Ideas and it is those who persistently tried, and even sacrificed, who have achieved something whether during their life time or posthumously. We should not get disheartened and dissuaded but pursue our Goal with single minded devotion. Success is sure to come and bound to come as long as our motives are good and in the interest of the Humanity at large.
4 You have appealed to our Government for taking initiative in this direction. I am not sanguine of any positive outcome or at least a sympathetic word from their end. Further Governments have their own limitations or at least they imagine so. Not only Our Government but any Government as a matter of fact. So we have to think of other Alternatives.
5 I am in Rotary for the past over three decades. I am presently a member of Rotary Bangalore, BANASHANKARI, and am a past President also. I feel Organizations like Rotary, Lions, etc. are best suited to take the initiative, at least in initial stages. At the grass route level, it is difficult to mobilize opinion there also. If some initiative comes from the Top, I am sure things will get moving in the right direction. I propose. so to approach through Correspondence the Present, and the future Rotary International Presidents to convene an International Meet of Heads of State and Heads of Governments, to mobilize first, Opinion and seek their Co-operation and interest for our Cause, which should ultimately become their cause. If not sooner, than later results should follow. It is a happy augury, that Rtn, Kalyan Bannerjee of India will be International President from India 2011 through 2012 Rotary Year. It should be easier for us to approach him and brief him about our Ideas.
6 History of the World is History of Wars, Conquerors and Losers and loss of precious human lives and untold miseries to those living. Time has proved Organisations like United Nations have not been able to stop Wars. And will not be in future also in its present form. World Government even if it be limited to abolition of Military, Establishing a Supreme Court of the World to settle disputes and stopping fighting amongst people of the world should be sufficient. If the Colossal amount spent on Military is saved and invested for constructive purposes, how wonderful it would be! Can we See such a thing happen during our Life Time?
